Situation: Winning Poker Network does not have a provision for Preferred Seating so I cannot set PT3 to always show me at a specific seat..... but I would like to manually move to the same seat, say seat 5, at every 9 player table I join.

If the site seats me at, say, seat 2 I know can manually move myself to Seat 5 (and move all the HUD displays for each player at the table to each player's new position). The question is whether PT3 will correctly assign the hand action and results in the database to the correct players?

When you reposition yourself at the table you're not actually moving to a new seat, you're just rotating your view of the table. In the hand history you're still in your original seat (e.g. seat 2 in your example) so all the imported information will be correct.
