postgres 9 unable to connect to server

i have been successfully running postgres 9 and PT3 for a few weeks, i recently installed HEM, and tried running it / postgres off the same port as my PT3 database. it worked and i created a new HEM database, after that I looked in PGadmin assistant and it showed both databases in there. But when i restart my PC now i couldnt access the databases in either program - it just says "unable to connect with server" and then prompts me to create a new DB. a further error message states :

"unable to login to database (template 1) Reason: could not connect to server: Connection refused 0x0000274D/10061 Is the server running on host "???" and accepting TCP/IP connections to port 5432?

also when i try and run PGadmin i cant access the databse to view it. I have tried a complete uninstall / reinstall of postgres and PT3 also to try and fix this, and even with a brand new empty DB and no HEM database i get the same problem.

Are you able to start the PostgreSQL service? Click Start (in XP click Run) and type "services.msc" - find PostgreSQL and attempt to start it.
If it doesn't start, do you see any errors related to PostgreSQL in the Event Viewer (Start, type "event viewer")?

i can't start the service, in event viewer there are 2 errors listed as postgres errors in the last hour / 14 errors in last 7days

Often PostgreSQL is prevented from starting by an overzealous firewall so please check our Firewall Guide.
If that doesn't help please write (or attach a screenshot of) the error message in a Support ticket and our support technicians will work with you to get things working again.

thx WR, actually i had just updated my COmodo firewall so looks like that was the cause, will send report if problem continues

That could be it - Comodo is known to cause problems, and there is a section on it in the guide.
