I have been running PT3 under PostgreSQL 8.3 for about a year now with no problems

Am I now safe in deleting PostgreSQL.OLD which contains the 8.2 files?

Yes, you should be - a folder with a name like that won't be being used for anything. I would suggest that you make a Backup of your database(s) first, though. (Really you should make regular backups as you would for any other important document, but especially before deleting anything, or making any other major change.)
