Using 'Start' -programs- postgres

I can neither start (goes on forever trying to start) nor actually stop (window pops up and down to fast to read).
Task Manager tells me postgres is using at min, 50% of my cpu, at max something around 90%.
I can not end the process via Task Manager.

HELP!

Can I dl just postgres and reinstall it over the existing files?

Click Start, type Event Viewer and click on it when it appears. Click in the Applications section at the top left, and look for errors in the top middle pane. Do you see any errors for PostgreSQL? If so click on them and paste the error text here. Depending on the error, reinstalling may not help.

I think this was just a symptom of a much larger problem. I ended up with a complete system failure because of some malware, and my attempts to rid myself of that malware.

That's unfortunate - I hope you got everything working again?
