Fold to PF 3Bet is how often someone folds to any 3bet.

So if UTG Opens, BTN 3bets and everyone (including UTG) folds, for the SB, BB and UTG Fold to PF 3Bet is at 1/1 (100%). Only for UTG is Fold to PF 3Bet After Raise at 1/1 (100%) - only UTG raised, so that stat only increments for him. For everyone else it is still at 0/0.
