Hi,

I used Elephant for a while as a basic stat program. So I had PostgreSQL 8.3 but it didn't work with PT3, so I uninstalled it using the guides. Now I keep getting this error message (doesn't matter what kind of version of PostgreSQL I try to install).

Problem running post-install step. Installation may not complete correctly. Error reading file C:/Program Files(x86)/PostgreSQL/8.3/data/postgresql.conf

Browsed this forum for a while but can't find a thread with the same error as this one.

That sounds like something may not have fully uninstalled - did all the steps in the guide How to reinstall PostgreSQL complete OK?
Please try following that guide carefully one more time, and if that doesn't help then schedule a remote assistance session where someone can logon to your computer with you and directly troubleshoot/resolve the issue.
