cannot install postgreSQL

my laptop crashed and as a result i had to wipe the whole thing.
anyhow iam trying to reinstall PT3, no problems there. but i do seem to have a problem with postgre. iam getting the following error

could not connect to server: connection refused
(0x0000274D/10061)
is the server running on host "127.0.0.1 and accepting
TCP/IP connections on port 5432

anyone able to help

got it sorted
just installed a different version of postrge
