No, that tooltip cannot be shown permanently. The best you can do is click on the note editor icon and show the note editor - but you can only see the note editor for one player at a time.

and would you add one more variable in notes tracker like {board-flop + cardrange} that indicates hands which oppenent takes action in particular board
