Raise First In Note setting questions

I need a note of RFI, but the requirement is not All In.
My setup looks like this, as shown here
(Raised First In) AND (NOT (Raised All-In Preflop))

But there's a problem with that.
If the player RFI-4bBET ALL IN, RFI is not recorded here.
