Basically, everytime I open Tourney tables on stars I have to start moving my HUD's about to get them where I want, even though I previously saved position.

Why could this happen?

That shouldn't be the case, of course. Once you've positioned the stats at a certain table type and clicked PT-icon > Save Layout they should use the same positions when you join another table of the same type.

Are the positions correct, but in front of the wrong players, or are the positions not saving at all?
If it's the former, please check that you have the preferred seating set up correctly - if you use preferred seating in the PokerStars client then you need to enable the same setting in PT4, under Sites & Import Options.

Yes, that is explained in the PokerStars Configuration guide - you'll see it in bullet point 6.
