i was trying to upgrade performance on pt4 and something happened. i can no longer log into pt3 or pt4. i receive this error:

Unable to login to database (postgres). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on port 5432?

i tried everything in the guide, except deleting postmaster.pid....i dont have that file, but i have postmaster.opts

i didnt delete it because i didnt know if they were different files.

Is PostgreSQL still installed on your machine? The ???? can mean it's no longer installed at all. Do you see it in the services list if you click Start type services.msc and click on it when it appears?

yes, i did what you mentioned in your post and its there. i also went into task manager and saw that it was "stopped." i right clicked on it and clicked start service. it told me "operation could not be completed access denied."

Do you have administrator access on this machine?

yes i do. this began when i was trying to speed up pt4 and went into housekeeping and selected, i believe, "tuning." it ran for roughly 5 minutes and then pt4 said it could not be completed. i then could not log in to either pt4 or pt3.

That's odd. Go back to the Housekeeping menu and choose "Revert PostgreSQL Tuning" and see if that corrects things?

thats the thing. i cant even get into pt3 or pt4 now. after i get the "unable to login....." it then takes me to the "Error connecting to the default database.
Please select one of the valid databases below or create a new one."

however i cant select my default database, out of all the options at the bottom "new" "set default" "start service" "stop service," i can only select new which takes me back to creating a new database which ultimately leads to "unable to login....."

Yes, you can reinstall PostgreSQL as described in the guides here.
