Yes, it needs that access in order to be able to write files to the locations it needs access to, start services (like PostgreSQL) and display the HUD. In short, it is necessary for PokerTracker to function as you want it to.

i have been running it not as administrator

could this have caused problems with the database, or anything elese?

No - PT4 automatically runs as administrator so if you haven't then you're fine.
