No, that is not the problem. The problem is a Windows permission issue.
Go Start->Run, 'msconfig' OK. Under the 'Boot' tab, click 'Safe Boot' and 'Network'. Apply->OK. Restart your computer into Safe mode.
In safe mode, completely uninstall PokerTracker 3 (do not uninstall PostgreSQL!). Make sure that your Program Files/PokerTracker 3 directory is completely removed. If it is not, manually delete it.
Now reinstall PT3 while still in Safe mode. After installation, reboot back into normal mode and everything should be resolved.
To get back into normal mode, repeat the above steps but this time uncheck 'Safe boot'.
