why cant i install PostgreSQL??

I tried to download Pt3 before i registerd my username on http://www.pokertracker.com then i click download PT3 after thats i cant install the software???
It said:" Failed to run initdb:1!
Please see the logfile in 'C:\Program
Files\PostgreSQl\8.3\tmp\initdb.log'
."

After thats it said: " Unable to connect PostgreSQL database: PT3 beta Db1 reason: unable to login to database. Reason: could not connect to server: connection refused ( 0x0000274D/10061) Is the server running on host" locallhost" and accepting TCP/IP connections on port 5432?
What do i have to do here? do i need to uninstall it and then download and install the software again ? or do i need to create a username/pw by my own ???Im using Vista 32bit.
Mods please help me to fix this out please?

Please read the sticky at the top of the PostgreSQL forum, Attn: Vista Users Installing PostgreSQL 8.3. You will need to manually download and install PostgreSQL 8.2.7. Make sure that you use the same usernames/passwords that you used during the failed installation attempt.

If you have any questions or run into further trouble, please let me know.
