i solved adding user postgres

can u explain this? no idea how to fix this problem stated by OP

First thing is to try restarting the postgres service - Start -> Programs -> Postgres -> Start Service.
Do you see a few postgres processes if you look in task manager?
Also worth trying a reboot if this does not work..

i tried all this too. didn't help
