Error by manuel Import

I want in a new datebase my Handhistory manuel import and i get a Error.

An error occurred in the internal thread.
Exeption: Connenction Lost to Database: PT3 Beta DB3

Try rebooting your computer.

I doing it but it don´t help.

Go to Start -> Programs -> PostgreSQL -> Start service.

I doing this but dont help.
Unable to begin import process. Reason: Unabler to login to datebase (PT3 DB3). Reason: Fatal: the Datebase system is starting up
