Problem Restoring Hands

So I followed the steps in the Postgres FAQ on backing up and restoring a database but I am having problems.
I had to reformatt my Hard Drive and after backing up my hands when I go to restore them it does not see the file even when it is clearly there on my desktop.
It's a 230 MEg file but when I click on restore after running PG Admin for some reason it does not detect the file.
What am I doing wrong?

How did you generate the backup file? In PGAdmin, or using the command line?
I'll get someone who knows more about postgres to check this thread later.

I'm not sure exactly how this works, but I believe that you need to use PT3 to create a new database, and then open PGAdmin and choose the new DB and right click -> choose Restore and browse to your backup file.
I'm sure you'll get a reply from someone who knows about this later.

That's exact;y ehat I did word for word but the problem is PG admin treats the file like it doesn't exist. IT will show every other file on my CPU but that one when I browse for it
The file is there as it's 230 megs large but it's like PG admin can't see it or something

You didn't change the filename did you? Or the extension?
Did you move it? What folder is it in?
Are you using Vista? Are you running PGAdmin as Administrator?

I didn't change the file name or the extension. It asked me to creat a name for the backup and I did i called it Octrestore.
I reformatted my HD so i moved it off my CPU and then back on again after the formatt was done.
I am using Vista and i am running PGAdmin as Administrator.
In the FAQ section of Backing up and restoring a database you have a link that sends you to a 3 page conversation about a problem you had with another user that seems to have the same problem that I did where after he did his backup and he went to restore it it could not find the file.
The problem never was solved on the forums but the post ended with you telling him to set up a remote assistance appointment.

When you had to choose the type of backup in PGAdmin, did you choose Tar, Compress or Plain?
Can you open the file in Wordpad? If you can and it looks like a normal text file you chose "Plain". When you chose "Plain" the restoration is much more complicated and is detailed in
this post.

I chose the default setting "compress"
When I open the file in wordpad this is a sample of what I get:
