error when i import on stars

i get this when auto importing...
2008/05/03 22:05:58: Unable to begin feeder import process. Reason: Unable to login to database (PT3_2008_05_03_145706). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

PostgreSQL is no longer running.
Go Start->Programs->PostgreSQL->Start Service
That should resolve the issue.

WHAT DO YOU MEAN "START SERVICE"?
when i click postgresql it has a folder called 8.2 ...

Not the postgres folder - Start Menu->Programs->PostgreSQL 8.2->Start Service

i don't have a folder called postgresql 8.2... but i have a folder called postgresql and a 8.2 folder inside of that one. maybe i downloaded the wrong thing or installed it wrong?

Click the Start Menu (I guess it's still called that on Vista?), navigate to postgres and look for Start Service.
