Fold flop/turn/rives stats

What is definition of "Fold flop/turn/river" stats? I couldn't find it in the doc. I assumed it's total fold stats for every street regardless of the previous opponent action, but the numbers do not look right. For example, a player has "Fold to flop bet %" = 71, "Fold to flop raise %" = 49, "Fold flop" = 32. The last number doesn't make sense to me. It looks too low considering the former two numbers.

Fold on flop is % of times you folded when you saw the flop.
Fold to flop bet/raise is again the number of times you folded when facing a bet/raise.
i.e. They are a % of opportunities to..., and some situations come up more often than others.

If a player folded to flop bet 71% how can he fold on flop overall just 32%?

You fold less often if you don't face a bet than if you are facing a bet!
It's based on opportunities, not a straight count.
