What operating system do you have?
Are you in a Domain or anything else unusual?
Are you logged in as an Admin account?

You may well have a partial install of PostgreSQL now so try a full uninstall (How to reinstall PostgreSQL) and then reboot your computer before downloading and running Beta 30.8.
If this still won't install postgres for you please report your problem and we'll sort you out via our support system.

Did you follow the guide to FULLY uninstall postgres? Did every step work OK?
If postgres isn't fully uninstalled you won't be able to re-install it.
If you still can't get it working after that you canschedule a remote assistance session where someone can logon to your computer with you and directly troubleshoot/resolve the issue.
