PostgreSQl Question

Hey guys
I was wondering if someone could help me out, Im trying to get PT3 working on my laptop but failing. I get this message every time i try to run PT3 and being a complete n00b at computers i dnt know what to do. I taught it was a problem with postgreSQl so i read on hear for a bit and downloaded a new file from http://wwwmaster.postgresql.org/download/mirrors-ftp?file=/binary/v8.2.7/win32/postgresql-8.2.7-1.zip but Im still getting the same error message.

Click Start and type services.msc and hit enter. Find psql-8.2 in the services list - is it started and running? If not, can you start it successfully?

I did this and was not able to find psql-8.2 in services. Does this mean i didnt install postgreSQL properly?

That's most likely. Was there a particular reason you wanted the 8.2.7 version?

Im pretty clueless when it comes to computers, so i just downloaded that link after reading a couple of treads on here, Did i download the wrong link? Ive tried reinstalling both of them and i still get the same message, I remember before when I 1st installed PT3 it gave an option to install postge but this time it didnt ,
Do you have any taughts on what i should do ,
