unable to create postgresql database

i have problems with my pt3, it doesn´t start and every time i had this error:

Unable to create PostgreSQL database: PT3_2010_08_31_201705
Reason: Unable to login to database (template1). Reason: could not connect to server: No such file or directory Is the server running locally and accepting connections on Unix domain socket "/tmp/.s.PGSQL.5432"?

That error is indicating that PostgreSQL is not starting properly - do you have PostgreSQL installed on your machine?
