Can one duplicate a data entity via PGAdmin III or by other means for use in a different "section" of PT3; assuming the data entity is already in use in a different PT3 section?

I'm not exactly certain what you're asking. What you see in PGAdmin is the entire database. You could make a backup and restore there and change the name and have two identical databases if you would like for some reason to do so. But when you attach them to PT3 they'll still have all of the same data for all of the various portions of PT3.
