PostgreSQL is taking up 50% of my CPU and pokertracker is taking over 19% and this is idling. Not importing even. On multiple occasions I have also found 7 or 8 of the process running at once. I am on vista machine. It makes my computer unusable.

The multiple processes are supposed to happen. Its how a server works in this case. As for the processor time, please regularly cluster and vacuum your database.

I have a top of the range PC (E6750, 2gb ram) and am running XP and postgres lags the shit out of my computer.
I can't play any games because my fps drops below 30 when it usually runs at a smooth 100.
How can I prevent this?

I guess you could try stopping the postgres service while you are gaming.
Start -> Programs -> Postgres -> Stop Service
(and start it again when you want to run PT3)
