problem with the port

I have PT3 and postgres already installed and without problems but after a update in my pc-s software i cant import files and it displays me something like the problem is in the port 5432 tha cant be opened. i tried to reinstall PT3 but it dindnt caus effect. whwn i try to reinstall postgre this is the message shown , failed to run initdb. Thanks and hope to find the solution.

Please try disabling your firewall and/or anti-virus/anti-spyware software. If said software is configured incorrectly it can disallow access to this port which is required in order for PostgreSQL to install properly.
