can't access db anymore

I sent this to support as well. I have XP:

Postgres stopped working. PT won't hook up to it and when I tried to reinstall postgres it doesn't work either. Says maybe I don't have permission I believe.

Anyways, worked fine for quite a while. I've tried a few things. Can't seem to think what the problem could be or what's changed other than maybe windows updated something and it's giving problems.
