Unfortunately I don't know what to tell you other than that your data simply is not there. This is why we do encourage people to actually make database backups and we've included those functions in the latest Beta (and will be improving upon them in the next beta).
Because if you'd missed the pg_xlog subdirectory and the database was running at the time there was an outside chance that if you'd recopied over the entire folder including that subdirectory the database might fix itself. But since you did and it's not working, obviously that remedy is out.
it sounds odd but it seems that I am up and running now..
i have just wiped out data folder from PostgreSQL installation, and copied data into existing installation pretty straightforward. Then I granted full access to postgres to all inheritors and its working now
the point is that almost surely installing DB engine over data folder did not work for me, maybe a permission issue..
