Do you have PostgreSQL installed?
Did you install the Full PT3 installer?

Please read our Firewall Guide as that's the likely cause of this sort of issue if you have postgres installed.

What firewall do you use?

Is the postgres service running? Do you see any postgres.exe processes in Task Manager > Processes?
Please select the last few files in C:/Program Files/PostgreSQL/8.3/data/pg_log (they're dated so just pick the recent ones), right-click and choose 'Send To Compressed/zipped Folder', then attach the zip file to a ticket on the Support system, and link to this thread in the reference field of the ticket so that we can investigate.

I used the guide on here to set up postgre 8.3. I have a problem with stack builder. On the guide it says once I hit next, I will be asked to choose where I download the file from. Well, I'm not getting that option. After I check psqlODBC and hit next it brings up another box asking me to confirm the package I selected. I installed it by clicking next and finish when they became available, but the postgres weren't running when I checked the task manager. Help please.

You can safely omit downloading and installing anything from the stack builder and PostgreSQL will still work properly for our purposes.

If you untick "initialize database cluster" during the postgres install that should get round that.

If that doesn't help please give us a bit of background because this doesn't sound like a fresh install, and what you need to do depends on what you currently have.

If you have HEM installed, you can use the same PostgreSQL installation for PT3, just use the same logon credentials created by HEM (which should be localhost, port 5432, user postgres and password postgrespass I believe).
