This means that postgres isn't running.
Please try starting the postgres service: Start -> Programs -> PostgreSQL -> Start Service.
If that, and a reboot doesn't work, try stopping the service (Start -> Programs -> Postgres -> Stop Service), running a search on your computer for postmaster.pid and then deleting that file, then restarting the service and see if that helps.
Note that you may need to turn on 'View hidden files and folders', and the file seems to be in the folder './Program Files/postgresql//data'.

Where does it say stop database start database?
The postmaster.pid is a hidden file, as the post says, but it may not exist - this is not always the problem.

OK, they must have changed it moving from 8.2 to 8.3, I assume they mean the same thing.

Did you already have postgres installed on this computer?
How did you install it?
Are you using it for anything else, other than PT3?
Do you have any databases that you need?

OK, follow the directions here: Total uninstall/reinstall of pt3 to remove postgres.
Then install PT3 WITH POSTGRES. This will work fine for most people, but if you have Vista there is an occasional problem, so please read the following post so you're aware of what to look out for.
Attn: Vista Users Installing PostgreSQL 8.3
