These errors will occur if your PostgreSQL database is not running. Click Start --> Programs --> PostgreSQL --> Stop Service, then Start --> Programs --> PostgreSQL --> Start Service to restart the PostgreSQL server. If PostgreSQL does not start properly, click Start --> Find Files/Folders and search for a file named postmaster.pid on the partition where PostgreSQL is installed. Once you find that file, delete it, then restart PostgreSQL as above, and it will start properly.

Did you install "PT3 with postgres"?

Are you using Vista?

Did you update any antivirus or firewall software?

Please select the last few files in C:\Program Files\PostgreSQL\8.3\data\pg_log (they're dated so just pick the recent ones) and see if there's anything in there which indicates what is stopping postgres starting.
If you can't see anything, or you can't understand it, right-click and choose 'Send To Compressed/zipped Folder', then attach the zip file to a ticket on the Support system, and link to this thread in the reference field of the ticket so that we can investigate.
