Downloaded the program, then tried to install. "Unable to connect to this database. Please check the configuration." What should I do now?

You need to download and install PT3 with postgres, so that it will install postgres for you.
If you did that, then your firewall or antivirus is probably preventing postgres running or accessing the port it needs (5432) - make sure postgres has full access.
