Unable to import process. Please help!

Unable to import process. Please help!

Here is the error i get:
Unable to begin import process. Reason: Unable to login to database (PT3 DB). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

I uninstalled, disabled UAC, reinstalled manually postgres 8.2.7, i started the service, stopped the service and looked to delete that file (couldnt find). But maybe this is because when i am installing postgre, i skip the sort of registration thing where i need to enter a password for the username postgres. I dont know what passowrd to put because whatever i do, it is invalid so i end up skipping it. I get the erroe

When you re-installed, did it complete OK? (when you uninstalled, did you completely uninstall it, including the 'net user postgres /delete' part. Total uninstall/reinstall of pt3)

If the problem now is to do with not knowing the postgres password, you can remove the need for it: How To: Remove PostgreSQL Password
