Hi.

I had a total Win-Crash. I had to reinstall the whole OS. But i was able to rescue the proceed-folder and the whole postgre-folder.
Reinstalling with and without the old Data-Folder did not work. And i also didnt see a "Initialize Database cluster" - checkbox. There were no checkboxes before and after the installation. And after that i tried to browse databases in "already exists" but "No DBs were found".

How do i get the thousand of players and hands back?

You need to download the PostgreSQL installer from here and use that for installation; the PostgreSQL installer wrapped with PT3 has several installation options removed so as to make it less confusing. You'll see the "Initialize Database Cluster" checkbox when going through that installer.

This site has screenshots of each window during the installation. You can find the box in question on step 6, at the top left. (You do want to install PostgreSQL as a service, btw.)
