Server and accepting on same port?

Just did the performance PostSQL tweaking and now I can no longer access my database. Basically it's saying my client and server are on the same port:

PokerStars: Importing observed hands from table 'Aegina IV'
Unable to begin feeder import process. Reason: Unable to login to database (PT3 DB). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

The answer to that question is "I don't know..." Am I looking at a complete uninstall here? I followed the uninstall, reinstall of PostSQL, and all the instructions exactly.

Running XP + PostSQL 8.3.5 + PT3 trial. I've read through the posts in here and I didn't see the 'exact' problem like mine. I restarted, tried to stop the service, tried to restart... It NEVER restarts... The dots continue into infinity.

It's not a firewall issue either.

Got it fixed, for some reason the first install was corrupt or something. It would not start the service at all...
