How did you install postgres? Did PT3 installer do it for you?
Did you have PT3 running correctly before this?

The guy who normally covers this forum will be back on later today and he knows more about postgres than me, so I'm sure he'll be able to help you.

Click Start --> Programs --> PostgreSQL --> Edit pg_hba.conf and add the following line to the bottom:
host all all ::1/128 md5
then save the file. Click Start --> Programs --> PostgreSQL --> Stop Services followed by Start --> Programs --> PostgreSQL --> Start Services and then you should be able to restart PT3 normally.
