I have reinstalled my computer and have not installed PT on my computer. I am at the moment running HEM, so I have PSQL 8,3 installed. I now whant to install PT3, should I download the version with or without PSQL?

Without. If you already have postgres installed you don't need to install it again.
You will need to have a 'postgres' user set up in postgres, though, and know what the password is.
