trouble at installtion with postgreSQL, error 2869

Hello users,

sorry first for my english, i'm from germany
but i hope that anyone can help me.

First, i don't have this problem, my buddy Mike has a pc with vista and wanted to install PT3 and postgreSQL. I write for him this text because his english vocabulary is very small.

When he wanted to install PT3 he just got the error message that postgreSQL isn't running and he needs service pack 1.
he downloads SP1 and when he starts to install postgreSQL, i helped him with teamviewer, but nearly we had finished, we got the error #2869 and PT3 and postgreSQL dont running obv

we uses the help thread for install postgreSQL and to disable user account control, but no success.

we need help
