Converting PT2 to PT3 with Beta 24

2009/01/23 06:37:27.926: [00005616][PostgresConnection (Error)] Unable to login to database (). Reason: could not connect to server: No buffer space available (0x00002747/10055) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?
2009/01/23 06:37:27.951: [00005616][ConnectionManager] Unable to reset db: PokerTracker 3 Database; Reason: Unable to login to database (). Reason: could not connect to server: No buffer space available (0x00002747/10055) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?
Can anyone decipher this and offer me a fix?
