postgres on ubuntu 9.10

HI I installed postgresql 8.3 on ubuntu 8.10 last year but I cant get it to work after having to reinstall linux 9.10

I have postgres 8.4 installed and server is running

I followed a guide I can't find again last year

I have this running in win xp as host to a vm and I'm trying to do same thing in ubuntu 9.10

I try to connect from vm but cant find data base

I can ping ubuntu from VM

I installed a data base from command line & I can connect to it with pgadmin III

TO recap setup is ubuntu host with postgresql running and vm with poker tracker which can't connect to DB

also when I run pgadmin III it says server lacks instrumentation functions
how do I install them?
