reformatted pc (vista) now having problems w DB/SQL

I reformatted my PC, then I reinstalled PT3 and SQL, I've disabled all the UAC stuff and everything is on admin privilage. The problem might be that I JUST finished installing vista service pack 1, after I had already installed PT3 and SQL. PT3 was working 'ok' until vista service pack 1 was installed, then I get this message when I try to open PT3:
Unable to create PostgreSQL database: PT3_2010_01_03_021312
Reason: Unable to login to database (template1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

I figured it had to do with the fact that I installed vista service pack 1 AFTER i installed PT3 and SQL. So I decided to uninstall/reinstall SQL. After going through the walkthrough and removing SQL via the control panel, I try to open cmd and type `net user postgres slashdelete` and i get this message:
The user name cannot be found

Now I have no idea what do to. Thanks for your time.

It's net user postgres /delete
You use the / not typing out the word 'slash'.

the reason i type slash instead of / in my OP was because my keyboard was spitting out an 'e' with an accent on top of it for some reason (only on this site).

Ah, in that case the user was either not created or already deleted from the error message. You shoudl be able to reinstall successfully now.
