Unable to login to database... firewall prob?

I have a new computer with Windows 7 and recently installed PT3 and have been using it with FTP. I was having some problems with the computer, which led the HP support guy to make changes in my Internet security, I believe he turned off the Windows 7 firewall but had the Norton firewall on. Now when I try to do open PT3 I get this message:
Unable to login to database (template 1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "local host" and accepting TCP/IP connections on port 5432?

At some point it tries to create a PostgreSQL and at another point it warns that there might be a firewall setting issue. Thanks.

Please take a look at our Firewall Troubleshooting Guide and make sure that PostgreSQL is allowed through your firewall.

I am also having this problem, usually i just restart my computer and it generally works the next time round, however today i updated spyware doctor and its not allowing it to work. I looked at FAQs firewall trouble shooting guide and cant find the spot where i can change my "general" firewall rules for the four processes it describes.

I'm not certain as I've never used Spyware Doctor, but if you contact their support they should be able to tell you how to do this.

Since the last post of mine it worked once then stopped again, so i followed the steps from general firewall trouble shooting adding the four processes to be excepted and after many tries it is still not working.

If you completely disable Spyware Doctor does it work?
