Turn the PostgreSQL server off (Start --> Programs --> PostgreSQL --> Stop Service). Move the current C:\Program Files (x86)\PostgreSQL\8.3\ directory elsewhere, move your backup in place, and start the server again. Be aware it may not work, depending on the way your computer died.

Try renaming it instead? Are you using an account with Administrator access?

Honestly if you have all of your old hand histories, renaming the original folder back and getting PostgreSQL working, creating a new database and reimporting your processed hands may well be faster than getting your backup database loading.

Ok, this is unfortunately a little complex.

The easiest way to do things is probably to uninstall PostgreSQL completely, remove the new directory that was created that had very little to no new data in it - move your database backup into place. Download and install PostgreSQL from this link, when you get to the section, uncheck Initialize Database Cluster (it should say a database cluster was located in the directory you chose), and finish the install. Hopefully the database will start up - if it doesn't, we'll need to inspect logs to see why not.
