PostgreSQL problems

had to reformat HD now getting error when trying to load PT3:

"Unable to create PostgreSQL data base:
PT3_2011_09_06_093825
Reason: unable to log into database (template1). Reason
could not connect to server: Connection refused
(0x0000274D/10061) Is the server running on host "???"
and accepting TCP/IP connection on port 5432"

any suggestions?

Sorry to ask the obvious: Have you reinstalled PostgreSQL as well?

yes, 8.3 tried to install 8.3.15-1 but get an error: the existing data directory (date/time setting: floating point numbers) is not compataible with this server (date/time sitting: 64 bit integers)

downloading 8.4.8-1 and will try installing that version

figured out that some how there was a PostgreSQL 8.3 folder after the reformat and when I installed PT3 it must of located the folder and assumed that I had PostgreSQL installed so did not ask to install. I looked and saw the folder figured PostgreSQL had installed but it really wasn't even thought the folder with all the files was there. I uninstalled PT3, and manually deleted the PostgreSQL folders and files. Then reinstalled PT3 and was prompted to install PostgreSQL now it works fine
