uninstall PT4 and installing it again

I tried to uninstall pokertracker4, and remove the files created when I first installed it (postgres files). I wanted to do everything from the begining in order to repeat the configuration I thouhgt it was wrong.
When I tried to install PT4 beta version again (I expected postgres files to be created again) the following message was shown:
"unable to conect to database (postgres). Reason: could not connect to the server: connection refused..."
What can I do? I am totally lost!!!
