hi I have been trying to install PT 4 in my new windows .
I have no firewall so that won’t be the problem.
i keep getting this error message :

unable to create PostgreSQL database:PT4DB
Reason: Unable to login to database(template1). Reason :could not connect to server :connection refused (0x0000274D/10061) Is the
server running on host " ???’’ and accepting TCP/IP connections on port 5432?

i have uninstalled it before and re-installed but the same problem keep coming back

That means PostgreSQL is not installed. Please reinstall it as explained in our guide here.
