Unable to install PostgreSQL 8.3

PostgreSQL fails to install "starting services" every time. I am asked to make sure that I have the rights to change the starting systems. Using Windows XP I am the only user on my domaine so I am administrator as well and of course have any rights to change settings. The problem is the same, wether I use the default user "postgre" or my own unser name or another one. Can you give me some advice?

Sorry but I do not see a description of my problem in this FAQ.

I create the user postgre and a password. The program accept this. After that the installation starts by copying the files to my pc. Adjusting the starting system I am reported that postgre fails. I am not able to repair anything and the rollback of the installation starts. Where is the point I can do something?

Unfortunately, I am still trying to figure this out...

For any Windows administrative guru's; how do you ensure that the current user has permissions to start service on Windows XP Home (where there is no Local Security Policy MMA)?
