Plus, of course, there are more stats available in PT3, so you'll almost certainly be adding and re-arranging anyway.

Yes. With Beta 25, layout profiles have been implemented which is the first step towards having a full fledged offline layout editor. I don't know how soon it will be available, it is on our list of things to do and has not been forgotten about.
