Postgres Conversion problem

SQLSTATE = IM002 is the error I have received. I followed all the instructions properly (I'm running vista). I'm under the admin account and user activatino control is turned off as well. I'm wondering what the problem could be. The username password port server are all fine as well.

There has to be more of an error message than this. What is the EXACT error message you are getting and when do you get it, during the conversion process?? Or before that?
