I had install PosgreSQL 8.2 and make a PosgreSQL database but i really dont know what is that for? Do I need a PosgreSQL or not ? And when i have one, how can I Compact Poker and Hand Database ---> from PosgreSQL Functions and the Vacuum/Full ?

It's just a different type of database than the default Access database. You use the vacuum/analyze instead of the compact functions for PostgreSQL.
