When I try to delete the postgre.sql service account, i am told there is a system error. I have already disabled the UAC as well.

That sounds like you're not using an Administrator Windows user account?
If you open the command prompt using right-click > Run as Administrator it should allow you to delete the postgres user.

One of my colleagues came across a situation like this in a ticket and it seems as if the problem is likely to be that there are permissions set on the PostgreSQL folder. If you assign full control of that folder to your Windows users then you should be able to continue.

I am the admin. account and I disabled all UAC control settings. How would I go about assigning full control of that folder to my account? Thanks for all the help.

Right click the folder and click Properties. Go to the Security tab and click Edit, then Add and Find Now. Scroll to the bottom of the list to pick Users. Click on it then click OK twice. Then highlight Users and change the permissions and click OK through all of the windows until you get out and that should do it.

I have most of my data backed up on an external hard drive. Should I just uninstall PT4 completely and re-install it and then import my data?
